Vintage Ernest Steiner Ingenue musical note

I believe this is a barrette or hair accessory. It has 2 long wires on the back and a latch. It is signed Ernest Steiner Ingenue. Dated to 1950s or 1960s. The front does have scratches from use (see pic)
